Position Summary

The Gender & Social Inclusion Specialist will be responsible for ensuring that all project interventions are inclusive, gender-responsive, and socially equitable. The Specialist will integrate gender equality, women’s economic empowerment, youth inclusion, disability inclusion, and social safeguards into all project activities while promoting equitable participation of vulnerable and marginalized groups across the targeted agricultural value chains.

The Specialist will work closely with SMEs, Farmer-Based Organizations (FBOs), cooperatives, government institutions, community organizations, and development partners to strengthen inclusive agribusiness development and ensure compliance with World Bank Environmental and Social Framework (ESF) requirements, where applicable.


Key Responsibilities

1. Gender Mainstreaming

  • Develop and implement the project’s Gender and Social Inclusion (GESI) Strategy.
  • Integrate gender considerations into all project activities, work plans, and implementation approaches.
  • Ensure equitable participation of women and men in training, capacity building, and project interventions.
  • Identify barriers affecting women’s participation in agribusiness and recommend practical solutions.

2. Social Inclusion

  • Promote meaningful participation of youth, persons with disabilities, vulnerable households, and marginalized communities.
  • Ensure inclusive beneficiary selection processes.
  • Develop approaches that increase access to economic opportunities for disadvantaged groups.
  • Support community mobilization activities using participatory approaches.

3. Institutional Strengthening

  • Strengthen the capacity of Farmer-Based Organizations (FBOs), cooperatives, SMEs, and aggregation centers on gender-responsive governance and inclusive business management.
  • Develop gender-sensitive organizational policies and operational guidelines.
  • Promote women’s leadership within producer organizations.

4. Capacity Building

  • Design and deliver training programs on:
    • Gender Equality
    • Social Inclusion
    • Women’s Economic Empowerment
    • Gender-Based Violence (GBV) Awareness
    • Prevention of Sexual Exploitation, Abuse and Sexual Harassment (SEA/SH)
    • Inclusive Leadership
    • Community Participation
  • Develop training manuals, facilitation guides, awareness materials, and IEC materials.

5. Stakeholder Engagement

  • Facilitate consultations with government agencies, women’s associations, youth groups, cooperatives, NGOs, and community leaders.
  • Promote inclusive stakeholder engagement throughout project implementation.
  • Support grievance redress and community feedback mechanisms.
  • Ensure effective participation of women and vulnerable groups during consultations.

6. Social Safeguards

  • Support implementation of social safeguard measures in accordance with World Bank Environmental and Social Standards (ESS), where applicable.
  • Monitor social risks associated with project implementation.
  • Support preparation and implementation of Social Management Plans and Gender Action Plans.
  • Ensure project activities comply with social inclusion and safeguard requirements.

7. Monitoring & Reporting

  • Develop gender-disaggregated indicators.
  • Monitor project performance against gender and inclusion targets.
  • Collect and analyze gender-disaggregated data.
  • Prepare periodic Gender and Social Inclusion progress reports.
  • Document success stories, lessons learned, and best practices.

Required Qualifications

  • Master’s degree in Gender Studies, Sociology, Social Development, Rural Development, Development Studies, Anthropology, Social Work, Public Policy, or a related discipline.
  • Minimum 8 years of professional experience in gender equality, social inclusion, community development, or rural development projects.
  • Demonstrated experience integrating gender and social inclusion into agriculture, rural development, or private sector development programmes.
  • Experience working with Farmer-Based Organizations (FBOs), cooperatives, SMEs, women’s groups, and community institutions.
  • Experience working on projects funded by the World Bank, IFAD, FAO, AfDB, EU, USAID, GIZ, UN agencies, or similar international development organizations is highly desirable.
  • Excellent facilitation, stakeholder engagement, and communication skills.
  • Strong report writing and analytical skills.
  • Fluency in English (written and spoken).

Preferred Experience

  • Experience in Liberia or West Africa.
  • Knowledge of gender issues affecting agricultural value chains.
  • Experience supporting women’s economic empowerment initiatives.
  • Familiarity with World Bank Environmental and Social Framework (ESF), particularly:
    • ESS1 – Assessment and Management of Environmental and Social Risks
    • ESS2 – Labor and Working Conditions
    • ESS4 – Community Health and Safety
    • ESS10 – Stakeholder Engagement and Information Disclosure
  • Experience establishing Grievance Redress Mechanisms (GRMs) and addressing social safeguard issues.
