Position Summary

The Monitoring, Evaluation & Learning (MEL) Officer will be responsible for designing, implementing, and managing the project’s Monitoring, Evaluation, Accountability and Learning (MEAL) system. The officer will ensure systematic collection, analysis, validation, and reporting of project data, monitor progress against key performance indicators (KPIs), facilitate learning and adaptive management, and support evidence-based decision-making. The MEL Officer will work closely with the Project Manager, technical specialists, government counterparts, SMEs, cooperatives, and Farmer-Based Organizations (FBOs) to ensure timely reporting and achievement of project outcomes.


Key Roles and Responsibilities

1. Monitoring and Evaluation

  • Develop and operationalize the project Monitoring and Evaluation (M&E) Framework.
  • Prepare detailed M&E plans aligned with project objectives and donor requirements.
  • Develop project indicators, targets, data collection methodologies, and reporting formats.
  • Monitor implementation progress against work plans, outputs, outcomes, and performance indicators.
  • Ensure quality assurance and verification of project data.

2. Baseline, Midline and End-line Assessments

  • Design and coordinate baseline surveys and beneficiary profiling.
  • Develop survey questionnaires and digital data collection tools.
  • Coordinate field data collection activities.
  • Support mid-term and final project evaluations.
  • Analyze survey findings and prepare analytical reports.

3. Data Management

  • Develop and maintain project databases and beneficiary information systems.
  • Ensure data quality, consistency, completeness, and confidentiality.
  • Manage data cleaning, validation, storage, and backup.
  • Produce dashboards and visual reports for project management.

4. Results-Based Management

  • Monitor Key Performance Indicators (KPIs) and Results Framework indicators.
  • Track progress toward project targets.
  • Identify implementation gaps and recommend corrective actions.
  • Support adaptive management through evidence-based recommendations.

5. Learning and Knowledge Management

  • Capture lessons learned and good practices throughout project implementation.
  • Develop knowledge products, case studies, and success stories.
  • Facilitate learning workshops and reflection sessions.
  • Promote knowledge sharing among stakeholders and project partners.

6. Reporting

  • Prepare weekly, monthly, quarterly, and final M&E reports.
  • Contribute to donor progress reports and technical deliverables.
  • Develop performance dashboards and management summaries.
  • Support preparation of presentations and briefing materials.

7. Digital Data Collection

  • Design and manage digital data collection platforms such as KoboToolbox, ODK, SurveyCTO, or similar systems.
  • Train enumerators and project staff on digital data collection tools.
  • Monitor real-time data collection and troubleshoot technical issues.

8. Stakeholder Coordination

  • Coordinate with Government Ministries, Project Management Units (PMUs), SMEs, Cooperatives, FBOs, NGOs, and development partners.
  • Participate in stakeholder consultations and technical meetings.
  • Support verification missions and field monitoring visits.

9. Capacity Building

  • Train project staff and partners on M&E systems and reporting requirements.
  • Build capacity of local institutions on results-based monitoring and data management.
  • Develop user guides, manuals, and reporting templates.

Required Qualifications

  • Master’s Degree in Monitoring & Evaluation, Statistics, Economics, Development Studies, Agricultural Economics, Social Sciences, Project Management, or a related discipline.
  • Minimum 5 years of professional experience in monitoring, evaluation, learning, and reporting for donor-funded development projects.
  • Experience working with World Bank, FAO, IFAD, AfDB, USAID, EU, GIZ, UN agencies, or similar international organizations is highly desirable.
  • Demonstrated experience in agricultural, rural development, agribusiness, or livelihood projects.
  • Experience conducting baseline surveys, impact assessments, and performance evaluations.
  • Strong knowledge of Results-Based Management (RBM) frameworks and logical frameworks.

Preferred Experience

  • Experience working in Liberia or West Africa.
  • Experience in agricultural value chain development and agribusiness projects.
  • Familiarity with SME development, Farmer-Based Organizations (FBOs), cooperatives, and rural livelihoods.
  • Experience supporting World Bank-funded projects and reporting against donor performance frameworks.
